HAVANA, Cuba, May 7 (acn) Cuban Interior Ministry forces arrested four Cuban origin Miami-based citizens, who planned to carry out terrorist actions on the island.

An Interior Ministry’s release explains that the arrest took place April 26 and the citizens involved are named Jose Ortega Amador, Obdulio Rodríguez González, Raibel Pacheco Santos and Félix Monzón Álvarez.

According to the press release, the four men admitted that they intended to attack Cuban military facilities in order to promote violence. With this aim, three of them had traveled to Cuba in several occasions in 2013 to study the scene and prepare their actions.

They also admitted that these plans have been organized under the leadership of Miami-based individuals, such as Santiago Álvarez Fernández Magriñá, Osvaldo Mitat and Manuel Alzugaray, who are closely linked to international terrorist Luis Posada Carriles.

The Cuban Interior Ministry says that appropriate coordination will be carried out with competent US authorities to investigate the event and prevent that actions by terrorist individuals and organizations based in Miami put in danger the lives and security of citizens from the two nations.

Ukraine deploys 15,000 troops to Russian border, NATO beefs up forces in E. Europe – Moscow

Ukraine has deployed 15,000 troops on its border with Russia, while NATO continues beefing up its forces in Eastern Europe, Russian Defense Ministry stated as the military alliance and Pentagon accuse Moscow of keeping armed forces close to Ukraine.

“The 15,000-strong grouping of Ukrainian forces has been deployed in the border areas. Military conscription has resumed [in Ukraine],” Russian Deputy Defense Minister Anatoly Antonov said in a statement on Thursday. “At the same time NATO amasses its grouping of forces in Eastern Europe,” he stressed, adding that such actions are not contributing to the efforts to de-escalate tensions in Ukraine.

Antonov said Russia has pulled all its forces from its borders with its crisis-torn neighbor. He echoed President Vladimir Putin’s statement on Wednesday, when the Russian President assured OSCE Chairperson-in-Office and Swiss President Didier Burkhalter that Russian troops were relocated to ranges where they conduct regular drills.

However, NATO Secretary General Anders Fogh Rasmussen insisted on Thursday that there is no sign that Russian troops have actually been withdrawn from the Ukrainian border.

“I have very good vision but while we’ve noted Russia’s statement so far we haven’t seen any – any – indication of troops pulling back,” Rasmussen said on his Twitter. “If we saw visible signs of a meaningful pullback by Russia troops I’d be the first one to welcome it,” he added.

Earlier, the Pentagon said that it also saw no change in the Russian force position along the Ukrainian border.

“We have seen no change in the Russian force posture and we’ve long called on the Russians … to withdraw their troops” from along the border, Pentagon spokesman Colonel Steve Warren said.

However, according to the Defense Ministry official, “there was traditionally no evidence supporting their positions, and especially American colleagues did not bother,” he said.

Antonov also urged official representatives of NATO and the Pentagon “to quit cynically deluding the international society concerning the real state of affairs on the Russian-Ukrainian border.”

He stressed that in the past two months Russia has contributed to about a dozen inspections, including emergency observation flight of Ukraine across the border region with Russia. The most recent flights took part on May, 6 when an American-Norwegian group held its inspection along borders with Kharkov and Lugansk regions, and on May, 7, when the same group flew across the city of Bryansk.

“There was not noticed any undeclared military activities in these regions,” Antonov said. But despite this fact was recorded “in the presence of Russian representatives in the official protocols”, on public “opposite propaganda cliché statements accusing Russia of violating its commitments were broadcast.”

The West has repeatedly accused Moscow of deploying armed forces close to the borders with Ukraine and demanded to pull them back. At the same time, NATO has lately increased its activity in the region near the borders of Russia. On May, 5 NATO started its Spring Storm drills in Estonia. The 6,000-troop exercise is the biggest since 2003 when Spring Storm was first held.

On Wednesday NATO said it may permanently station additional troops in Eastern Europe as a defensive measure.

Russia views this recent build-up of NATO forces as a provocation and counter-productive in the struggle to de-escalate tensions in Ukraine.

Armed Ukrainian men have surrounded Mariupol City Council building. Reports suggest they were deployed to dismantle barricades, but as anti-Kiev activists tried to negotiate, the armed men opened fire.

In footage from the scene, a group of armed men is seen guarding barricades and the building, freed of protesters. They shoot in the air from time to time. As a man approaches them and tries to speak, a military-clad man aims his weapon at the ground and starts shooting, close to the protester’s feet.

“The man tried to prevent them from dismantling barricades, military started shooting. First two shot were in the air, the third – in his foot,” local “0629” news website reported. It said the man was taken to a hospital.

A crowd of locals gathered outside the building as, they said they heard the shooting. According to media estimates, by 14:00 local time nearly 200 people came to the city council. They chanted anti-government slogans and shouted at police accusing them of letting armed men freely shoot in the city.

Some of the protesters set a row of tires ablaze. Black smoke was seen billowing over the building.

The fire was shortly put out by the fire brigade.

At around 15:00 local time, the armed men left.

According to a local man who spoke to RT, they “left on two or three” buses.

“It all finished as they left,” he said. “When they left, people started putting barricades back together,” he added.

Local Mariupolnews website suggested the armed men, supposedly from the National Guard, were deployed to dismantle barricades that protesters left after the Interior Troops seized the building.

In the past two days, there has been fighting between anti-Kiev protesters and the country’s armed forces, who in turns were taking control over the city council. There were reports that on May, 7 interior troops used toxic gas as they stormed the administration building.

However, in the afternoon of that same day, anti-Kiev activists managed to retake the building and raise the flag of the People’s Republic of Donetsk.

Kiev has been conducting a new stage of the military operation against autonomy supporters in the country’s south-east starting May, 2.

Russian President Vladimir Putin urged Kive to stop the military operation in the southeast of the country. But the latter opted to ignore the call.

“The counterterrorist operation will go on regardless of any decisions by any subversive or terrorist groups in the Donetsk region,” Andrey Parubiy told reporters in Kiev.
